4. On the other hand, in my view a distinction ourt to be drawn between the responsibility of the ship- owner for himself and the waster of the ship and the

responsibility of other members of the crew. I

accordingly consider that the obligation on the owners

to provide ancurity should be limited to the provision of security for offences by the Shipowner or the Master,

or other person in charm of the thin at the time when

the offence is committed.

I am advised that a section on the lines of

the enclosed draft elsume would be free from the objec-

tions to high bath the existin section and the Clause

in tha amandine Bill are oven, and I consider that much a motion, togther with a Section on the lines of

Section 21 of Ordinance Mě.117 (Chandu Revenue) would be

eufficient to rest all reasonable requirements, I shoul

accordingly be glad if you will arrane for Clause 14

of the Bill to be replaced by dlsuses on these ling
